Parents can already choose to install applications in order to block it, and the state is trying to tip-toe towards "internet id" in order to eliminate online privacy, and therefore many forms of dissonance against said state.
You're not looking at the bigger picture here, and states should not be able to block information, even information you or I find personally vulgar.
I may not agree with everything people do, say or create, but I still defend their right to say or express themselves in any way they choose as long as it doe snot harm unwilling parties in the process.
Parents have choices of whether or not to give their kids internet devices, and whether or not to block access to vulgar content, and so the state's intervention is quite telling.
It snot about the content, it's about eliminating anonymity, and privacy online.
