I eat two sandwiches on white bread every other day and I still haven't gained an ounce of belly fat. Used to eat a lot of white rice and pasta too but not as much. Fat people get fat from eating an excess of amount of every other thing listed in the bad carbs section in addition to eating constant takeout which isn't included in the image.

No, quite the opposite. You can't just eat a bunch of fiber during one part of the day, since the whole point is for it to not be digested and help your digestive track move your shit along. Worse yet, consuming too much fiber in one go will lower the amounts of nutriments you get from food, since it will act as a barrier to the digestible parts of your nutrition.
Instead, you should be eating fiber alongside your meals so that it lasts you for the day's worth instead of overshooting in the morning and being deficient in the afternoon.
