The moderator: a near unstoppable force, by simply winning the race to create the forum, or pleasing he who won that race, he gains near absolute power over the forum, where no one can stop him, h can seek to fashion his forum into an echo chamber of his choosing, requiring no debate, he can silence his opponents, often forsaking even basic politeness and respect, robbing all hope for freedom, casting others to the few havens of freedom which are often so free as to have no topic.
