lets use two dictionary definitions:
>1:
>noun
>a guarded compound for the mass detention without hearings or the imprisonment without trial of civilians, as refugees, members of ethnic minorities, political opponents, etc.
>2:
>a place in which large numbers of people, especially political prisoners or members of persecuted minorities, are deliberately imprisoned in a relatively small area with inadequate facilities, sometimes to provide forced labour or to await mass execution.
a guarded compound for the mass detention? Yes.

and entry 2:
a place in which large numbers of people? Yes.

are deliberately imprisoned in a relatively small area with inadequate facilities? Yes.
sometimes to provide forced labour or to await mass execution? not yet.
I'd say hitting "yes" on more than 75% of the criteria is good enough to warrant calling them concentration camps.
