the president can, in some limited circumstances, declassify U.S. government sensitive "intelligence" information relevant to nation security, as can the Congress, even overriding the Director of National Intelligence, "where declassification is appropriate "in some exceptional cases [where] the need to protect such information may be outweighed by the public interest." under The Public Interest Declassification Act of 2000 (Title VII of P.L. 106-567) and (50 U.S.C. ยง3355(b)(5))
The Congress actually has more authority to declassify things than does the President.
Either way, the "Epstein" matter has nothing to do with the interests of the United States, was never a matter of "national intelligence", and in fact is a matter concerning a private citizen (Epstein) and his criminal state law indictments
The only reason the Pam Bondi is involved is the (Democrat-controlled) FBI unilaterally and without authority chose to conduct a parallel investigation themselves, to take control of the state investigators and seize all the evidence and box them out, and because all that evidence is now held with the FBI, Pam Bondi, under Trump, is pressing to release all of it.
