But he didn't mean what you just said, that paraphrasing would be vastly out of context.
When he said this, there was a tax dispute between the General Assembly, and the Penns Family, whom Pennsylvania is named after, as they were ruling the Pennsylvania colony from a distance and were ultimately acting against the Assembly, when the Assembly asked the Penns to pay tax on their land (like everyone else) to help pay for the French and Indian war, the Penns instructed the Governor to veto it. This, to Dr. Franklin, was an affront to the ability of the Assembly to govern, and so he then said 'Those who would give up essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety'
He meant it literally, the Penn family was trying to pay a lump sum of money to get the acknowledgement from the Assembly that the Assembly doesn't have the jurisdiction to tax them.
Essentially, it means precisely the opposite of what you're saying it to mean. History should be observed in context of the time.
