That is what house arrest typically entails - you are limited to your private property or the property you rent. There are always exceptions (if your house is burning down you are allowed to leave, or if you need to go shopping for food) and if you have a job they often give you a window of time and a specific location you are allowed to be at. At any time the police can radio in to the ankle monitor.
Again though, if you are being honest and fear he is up to no good or operating outside the boundaries of his house arrest, just call the cops.
