There isn’t a known answer for that particular desert shape. Realistic idea is that it’s for old school optical satellite calibration. There were a bunch of those all over the place in different shapes for a while, usually just big X’s though. Most of them are gone as satellite technology has improved and having a full analog fallback on them has become more comical than practical.
The other idea is that it’s a template for sensors around small explosive testing. In the center you’d test your relatively small explosive and the rings and triangle are just points where you’d put measuring equipment at certain distances, this coincidentally makes a geometric shape like that.
