Any small scale attempt at racial cleansing would simply be decried as a terrorist or racist attack and most likely be shunned by most local groups and demographic groups; only a large and well organised system would stand even a slight chance of success, if you're hoping for some kind of deportation of non European/white citizens from europe.
This would require a lot of planning, recources and support from a wide range of political parties ang groups from a number of different countries with a wide range of different- and often contradictory- views on a large number of issues.
It certainly wouldn't be a simple issue and would require more than anger and savagery to stand even the slightest chance of success.
Consider the rise of the Nazi party in the early 1930s- they rose to power not simply on anger and hatred (although that was certainly utilised to a degree in their propaganda)- but through careful planning, cunning, promises of a better life (many of which were actually delivered; between 1933-1939 Germany had a booming economy, low levels of unemployment and was seen by much of the world as an epitome of a new world to come).
The ideas of Eugenics and Racial Hygiene were almost universally accepted as scientific truths. Nazi rallies were held in New York, Eugenics papers were held in the highest esteem. This was more than anger, or hatred; this was cold, calculated, calm and methodical.
In many ways, this is largely why it was so successful. True, it stared with rallies and arrests, but it wasn't until they established themselves as a bona fide political party that they were actually able to achieve anything of note.
