My other problem is outside of apps, I don't know how to meet women anyway and apps suck. not all girls are like this. I dated a few 18-19 year old chicks who didn't like partying at all, although they did want kids. Just go for introverted chicks.
But if you really want 30s who are single then yeah maybe dating apps is prob the best bet. I'd just travel a lot and pay to filter out exactly what you want. It'll be a number game and potentially not really worth the trouble. Girls get really naggy once their mask comes off and they get comfortable, in my experience.

Hot take on the step-dad option: It doesn't matter if you don't care about genetics. Some people care about their bloodline. I've never understood the obsession with blood mattering more. Sometimes your family is shitty and you should drop them, but because they are blood you do anything for them? Fuck that. You get to skip the diaper face and as long as the mom lets you be a parent so that the kid respects you, you can help raise them right and teach them things both for smarts and for fun.

It could also be less complicated than adoption but hey orphans need parents too, so if you want to skip the diaper phase and help give a kid some stability, there is nothing wrong with either way.

I'd need introverted. I'm an introvert who is extroverted only when doing work stuff (not high energy just clear choices and a little pushy but respectful to get what I need done instead of backing down) and extroverts are too high energy for me. I think 18-19 is too young for me though. It's legal, but I've always thought half your age plus 7 made sense. Datings apps are so not natural though, but really the only way if you have your checklist of what you want and don't want.
