i think it is to remove charities. earmarking your money for certain groups of people and giving the receipt to the government has been helping criminals more than productive citizens. could be an interesting thing, but id have to trust the goverment to not use it for weird stuff; ie the road/gas tax got put into general fund that shit aint cool that tax is for potholes not for congress to play 9 holes.
