you're probably too young to know this, but until recently, it was fairly uncommon for a U.S. president to order the Justice Department to open an investigation on a specific person
traditionally, the Justice Department exercised it's authority with some independence from micromanagement by the Executive Branch
obviously, the President chooses the AG, and sets broad policy goals, but the idea used to be considered somewhat ridiculous that the President would call in the AG and say "investigate that person, and that person, and, oh yeah, that person"
the other reason is that any serious investigation into Epstein would have exposed Clinton himself, as well as many of his allies, associates, friends, etc.
it's not a "Democrat pedo ring" or a "Republican pedo ring," it's an elite pedo ring
