Where i live, which Is not the US, shit like identity fraud can be prosecuted only if the man manages to gain something from the fraud. State of the matter, he could have just said to police "my friend ID" and no penalty could be issued. You can have whatever shit in your pockets, It becomes illegal only if you use your shit to do illegal things.

Now, if he was to get enrolled i had to order an actual check on in his documents, and he could be arrested.
