In Saudi Arabia it's a crime as well, unless the state does it. Unlike around here, Saudi Arabia mostly refrains from enforcing the law, e.g. it will usually not punish or only lightly punish people committing honor stonings or other forms of honor killings.

Anyway, in some places it's common that one of your family members gets raped, you can retaliatorily rape a family member of the perpetrators family like his sister or cousin. It often goes so far that "community elders" will hold a "trial", and decide this punishment, often allowing the perp family to then choose who of them gets retaliatorily raped. Common reportedly in parts of Saudi Arabia, Afghanistan, and previously under ISIS as well.
