Because he can give her a pardon to testify. This gives her something, and in return she'll make fake allegations about his perceived enemies (Biden, Obama, Schiff, Musk, etc.). Doesn't matter if it's true or can be proven. The distraction is all the administration needs. You are witnessing corruption in its most devastating form. the files haven't been all that thoroughly investigated in the past; they've been in government custody since george w bush, and little was done with them. supposedly they are finally being deeply investigated/researched to determine who did what and when.
