There are various recreations, mostly powered by the Wayback Machine, but even if you recreate the World Wide Web in 2004 on a technical level, the community & the way they think has changed.
We can never go back, and we can never stay in a good moment. But now is still pretty good in several ways, so try to enjoy it. I remember in 2015 everyone was like "ah gosh the internet sucks now. 4chan sucks now", "b was never good", etc. but now I've seen 2015 encroaching on the territory of the good ol' days, being remembered fondly.
For a while longer, I think mostly there are Humans posting content on the internet; most thoughts transmitted online were written by a person who was trying to communicate something to another human. With AI continuing to gain mainstream usage, I don't think that will be the case much longer. A long ramble like this one might be autogenerated and you'd never know that you were the only human to ever consider what was said. So I think 2025 can be "the old web" too.
