Asphalt is technically still a liquid, similar to glass, which allows it to flow and flex over time, but it is not as durable as cement.
When cement hardens, it shrinks, so it needs to be set in blocks, The seams between the blocks are what make it feel bumpy. The seams allow water penetration, which expands when it freezes so it breaks up the cement around the seams and makes the seams more noticeable in time. Concrete is more durable, however.
It is also way more expensive to install, even if it is cheaper (in most cases) over time bc less smaintenance.
