Most people would stay in most of the time becoming shut-ins.

Being naked sucks the vast majority of the year. It is ether skin blistering sunny, full of insects, or too cold.
There are very few parts of the world where walking around naked all the time is even remotely possible without serious negative health effects.
Cloths weren't invented due to morality or prudishness. They were invented to protect our furless ass from how unforgiving nature is once we left our primordial abodes.
