You're going to have to actually talk to people, as hard as it is. People like talking, but they don't like starting conversation, a compliment/interest in them goes a long way

People are more worried about how they look, so as long as you don't go insane, your little awkward bits won't be remembered. Also people like them talking about themselves, so pretend (or actually) be interested in their hobbies or whatever.

Join a club you're interested in, it'll be easier if you're doing something. It looks like you're interested in anime or something, good for you. Try looking for other people with that interest.
