It won't necessarily turn you into a tranny (they take estrogen in addition to hormone blockers). Though, it won't reverse the effects of puberty once you're a fully grown adult.
There are some people who have delayed puberty or never entered puberty at all (usually these people have hormone problems such as Kallmann syndrome, or might be intersex, or historically were eunuchs who were deliberately castrated).
Look up Brandon Westfall as an example, he basically looked like an overgrown 12 year old boy when he was in his 20s but later took hormone treatment.
