All of these events are training drills, presented on the news as real events.

There are Youtube channels with compilations of all of these events, including all the famous ones on national TV, showcasing how the witnesses and victims being interviewed can't avoid laughing, breaking character, forgetting their lines, forgetting how many times and where they were shot, etc.

It's been done for many decades now and the goal is to slowly persuade the American public over several generations to willingly relinquish their own self protection. It's also done to instill paranoia and distrust among the population. The target is the minds of young people.
