People want a loli thread up just to swing by, fap, find new artists, and move on to better boards. And there are people willing to post 24/7 for the occasional (you) and a quick conversation, and can stomach the constant spamming and derailment arguments from trolls. Some even do it specifically to spite the trolls. Same with other threads. It's capitalism in action, in some sense.
Boards devolving into generals is kind of the rule for any website.

Maybe I explained my point badly. That's a general that wouldn't fit onto other websites. So the only place it has is /b/. Or /trash/, maybe. The quality or fequency of the threads doesn't really matter. /b/ has no rule for that, for better or worse. The entirety of /a/'s generals could decide to move to /b/ and it would be perfectly within the rules.
