Plenty of cops are just straight up dickheads. Pull you over for practically nothing and are unable to verbalize any probable cause which means at that point you are not legally obligated to show ID if you are not being accused of a crime. Forget state laws, thats the 4th Amendment and if you do not completely understand your rights those same power tripping assholes will surely do everything they can to trip you up and railroad you into a ticket or worse, an arrest.
They will accuse you of interferring with their investigation but if there is no probable cause and they do not suspect you of any crime then there can be no investigation and so they will pester the absolute shit out of you for the cop crack cocaine that is your state issued ID.
Sure there are a few decent cops out there, but most are roided up, power tripping assholes and you know it.
Btw, driving in a car anywhere in these United States was your first mistake. This gives the intolerable pigs all the reason they need to fuck with you. They will claim you were weaving or that you didnt signal a lane change even if you have video evidence to the contrary.
