Spain. In 1492, the Spanish arrived. In the 1500s, the Africans arrived. In 1607, the English arrived.

Chatolics cannot commerce in slavery, but Portugal gave citizenship to every people in every isle they take from all around Africa and the Indian Ocean. Both jews and muslims were full citizens of Portugal and the jews in particular were super eager to ship african niggers all around the world.
Spain is totally innocent, you find very fews niggers in mexico or venezuela, but a whole lot in brazil.

Europe as a nation of states could include former Roman territories as states. Israel could be a state. But look at the USA, it didn't start with 50 states it started with 13... so we include too much.
