The laws of energy conservation work in such a way that we could put giant wind turbines at strategic locations to absorb the wind. But doing so would then make the only wind available to those how have electric fans. Disrupting the natural flow of wind would have dramatic consequences to the environment. In short trying to defectively continuously generate energy in that way would be like literally roping the wind and a complete waste of resources.
