I've heard anesthetic wasn't widely used at all until the 2000s and plenty of nurses talk about witnessing unanesthetized circumcisions.
As a topic in itself, the anesthetic used in modern circumcisions is usually kind've useless, or, for the non-useless version, practically impossible to reliably administer for surgery on neonatal genitalia. And general, 'going under,' is contraindicated in infants, it just spawnkills them somehow.
