Homelessness is only a problem because governments spend more money on foreigners than they do their own citizens.
We've got to the point where governments are spending billions to foreign companies someone they know runs and profits from because it's harder to track fraud outside of the borders. Our grandparents let them push so much control on us that they've had to look outwards to continue fraud.

We need to make the homelessness the problem of politicans the way it is our problem.

1. Make politicians live where the homeless are. Then it becomes their problem because it affects their every-day life the way it affects ours.
2. People simply refuse to vote for any politician that does not actually deliver radical change. If they elect a new governor who promises to clean up the homelessness, and he doesn't do it his first term - sorry, but he's losing his second term.

Both of these things would solve most problems, but the entire system figured out how to exist without actually forcing either of these solutions. End result is nothing ever changes, even though everyone promises it all the time.

There are two basic categories of homeless person I think. Maybe three.

1. Insane people. This includes drug addicts because drug addiction is a mental illness. These people need to be in a residential treatment facility, for rehab or for whatever innate psychiatric issue they have. They are homeless because the asylums were closed in the late 20c.
2. Economic failures. These people sometimes actually have jobs and manage to be semi functional. I used to have a roommate who was living out of her car until she got a room with me and was a developer. These people should just be allocated subsidized or free housing by the state, and unused properties should be seized to make this happen. (While respecting the racial character of an area ofc) Rentierism and the treatment of housing as a speculative asset are cancers on the economy.
3. Antisocial/criminal dropouts. I actually don't know to what extent these people exist and are distinct from types 1 or 2 but if someone is just a criminal who doesn't want to participate in society then obviously they should just be punished.
