This was 10 o' clock at night, and the idiot was shouting racial slurs, as the charges show. he was also cautioned by the police officer, but continued, so this then constituted a breach of the peace, for which he was arrested. He clearly resisted arrest, as he was charged with that too. He was subsequently found to have gone equipped to start a fire.
