There are tariffs on beef, and America does import beef, but it's mostly lean trimmings used to make ground beef, not whole cuts, so it's probably unrelated to the OP image's absurd pricetag.

Subsidies also help keep prices lower in the supermarket. If there's increased production and supply that occurs it's only because it became economically viable in light of higher market prices. Domestic producers stand to gain a larger market share, but assuming beef producers don't over-correct, prices have no reason to come back down.

There was already billions per year going to this and beef was still pretty pricey. Bringing it down to zero would be ridiculously expensive.
Also, there's basically no way to make such a system work without the equivalent of breadlines (steaklines?). People would just take all the beef and scalp it.

It's done a little bit in order to purposely promote some semblance of local beef production. If there were no subsidies and totally free trade America would probably be swamped by cheap, cadmium filled Chinese beef to the point where local farmers couldn't compete. It's there to purposely add "slack" to the market that otherwise wouldn't exist.
