T'is the tariffs. They kill profit margins to the point of destroying some import based businesses.

It's done a little bit in order to purposely promote some semblance of local beef production. If there were no subsidies and totally free trade America would probably be swamped by cheap, cadmium filled Chinese beef to the point where local farmers couldn't compete. It's there to purposely add "slack" to the market that otherwise wouldn't exist.

It wouldn't be free, actually, it'd be worth whatever people are willing to pay for it, which is effectively what it's worth today, or worse if beef becomes scarcer.
