i'm just going to guess the amount of felony DUI probably peaked in the 1980's in the United States. That is the total amount of time people where drunk while driving, a drunk person is probably 100 orders of magnitude less dangerous that a person looking at their phone instead of the road. And based on the number of phones that are used while driving I would argue that phone usage while driving would be >10000 orders of magnitude larger than the total time drivers were drunk in the 1980's on any given Saturday after NCAA football tail gaiting was completed. I don't think the number of lethal car collision increased to a proportional level...but hey i dont work for the state patrol. Idaho might have been onto something criminalizing DUI last.

pass, if someone wrecks while looking at their phone the current maximin penalty is a slow death by fire while trapped in their car. Now you have the statistical probability of a car being successfully set on fire after a collision without breaking any of its windows we could indulge in conversation, because in that case oxygen rapidly depletes and it would be death by hypoxia
My colleauge has just totaled his car in the company parking lot. Speed limit was 10mph. Scrolling through his phone he crashed into another colleauge.

except that is not what ever happens. someone on their phone hits you, fucks your car up, and you have to use your insurance because they don't have any and they get no punishment at all. zero accountability zero repercussions.
