Just so everyone knows where that quote comes from, it's a rule from the Flag Code. Up until the U.S. Civil War, there were no particular rules for flag care or usage as flags in America. Until that time, flags were just tools for battlefield communication, the walkie talkies of their day. Flags were so unimportant that the U.S. Congress did not bother to record the vote when it passed a law to formally adopt the red, white, and blue. The records show that a vote was held and passed but not by how many votes nor who voted.
So then the Civil War happened. Veterans of the war decided that they did care about their flag. They authored the Flag Code which described how they thought proper care and usage should be handled by the military. That included how to fold it, when to fly it, and when damage or stained that it should be burnt instead of thrown out. The Flag Code was adopted by the Executive Branch of the U.S. federal government which includes the military.
Such rules have never applied to any other organization outside of the U.S. executive branch. I get that OP is being symbolic and shit, but some context was badly needed.
