It's most people period. Most people in most countries don't give a shit about the world outside their own social circles, let alone their country. Americans love doing this thing where they act like every American besides them is a narrow-minded idiot and that the non-American equivalent of Cletus is actually a misunderstood paragon of ethics and intellect. You can tell from tone etc that most don't actually believe this, but simply want to believe it because their entire personality revolves around competing for social/moral/intellectual/etc status with the people around them. People who are actually open-minded and passionate about learning don't behave this way. The only people who behave like this are people who try to cynically cultivate the image of being open-minded and passionate in order to gain an advantage in status competition. The people around me are American, therefore I put Americans down as a way to assert superiority over the people around me.
This image of Americans has largely replaced the boomer view of Americans as being loud, uneducated, ignorant etc among my generation. The new "dumb American" stereotype internationally is the American who insists that other Americans are all dumb and tries to imply that they are the exception. If only all the other Americans were rational like me and like non-Americans etc.
