(Everyone quietly forget the 1,000 agents who were hired to do exactly that, they were busy doing whatever else 1,000 agents do with sensitive documents.) We are just gonna have to release the docs in parts! No way around it, can't possibly release it as a whole document once it's been correctly redacted, nope, we gotta break it up into little anime archs that way we can silently remove a page or 2 without it looking odd."
