Isn't a real person. It was a napkin drawing made by artist Bill Holley in1977. It's not Uncle Herschel. It's not even based on Uncle Herschel. From Bill Holley, it's supposed to represent an old-timey farm worker, which he thought was nostalgic for people in 1977.
At this point, there's not been people in America who represent what the napkin guy represents since 1960-ish, with some exception to those who refused to modernize as long as possible. That being said, there's literally no connection here. This logo doesn't represent America, it hasn't represented America since the 90s at least, because the world has changed. That should be a man with a dude in a baseball cap and a button up, and the barrel should be a John Deere.
