It's because Janitors are never consistent on rules. They've went on banning sprees for Social, DILF, IRL, etc threads. But they never keep with it. Only ONCE a few years ago did they keep it up for a few weeks, then those threads started migrating to /s/. It actually improved the quality of those threads. But, as always, the janitors start slacking and it always goes back.

At this point, I don't even know why they bother erratically and randomly killing those threads and temp banning people. It's pointless.
