The feedback form seems to allow open-ended issues to be addressed by users, for attention by Mods / Admin. It's quite a long time since I stopped using it because I came to the conclusion that it was a waste of time.

has always been included in the Global Rules, as far as I can remember, and it is sometimes enforced when the mods are inclined to do so.
Prior to the implementation of >>>/trash/catalog /b/ was the only implementation of a "retard bin" and, for example, brony clopfags could post their MLP bullshit to all the other boards ( before >>>/mlp/catalog containment board was implemented) and those other boards' Jannies would move them to the Random Retard /b/in thus inadvertently spam/flooding this board - I'm sure you can see how that could cause conflicts among the 4chan staff - potentially causing animosities.
NB I am not (and never have been) 4chan staff so my observations are merely based on familiarity with the Rules & Guidelines as published and suppositions regarding 4chan management over a long time.
Truth is the Mods can do what they want here on /b/
