This is just a failure to understand how making things illegal works.
If you've got 2 million people who want to buy a gun, and guns are legal, 2 million people can buy a gun.
If you've got 2 million people who want to buy a gun but guns are illegal, yes, more than zero people will be able to buy a gun, that's true, but the point is that not all 2 million people can buy a gun. There won't be 2 million guns for people to acquire illicitly. There won't be 2 million people willing to risk years in prison to buy one on the black market.
Zero is not the goal. The goal of implementing strict gun control is not for zero people to own guns, it's to vastly reduce the number of people owning guns, and so vastly reduce the number of people capable of committing violence with guns.
