This was a failing of the police department and mental health resources. The stabber is a guy who has had police called on him multiple times, served several sentences and then snapped. Back in January he even called the cops on himself saying "someone put something manmade in me that is forcing me to do things I don't want" and they didn't do shit but put him on the "don't listen" list when he was clearly needing to be hauled down to a mental health facility for obvious schizophrenia.
Still arrest his ass and lock him up, but he's gonna get a lighter sentence because the police failed to help him months ago and he'll get off mostly on an insanity argument.

The problem is that they're not being paid enough to do the work they're doing. If you pay someone to do a job and they're not doing a good job, you don't fire them and replace them with someone else. You pay them more.
