B) shooter didnt want him to die immediately
- looks like it wasnt done by a professional

By aiming for the chest. His shirt jumps up a split second before the neck gets hit. He was wearing a plate and the neck was hit by a bullet fragment.
aiming for the neck with a rifle would actually be more deadly and requires more skill than a head shot. There isnt any bone to risk a deflection around the parts that keep you living. Trump did this to wag the dog on the Epstein thing.
