That's something I wonder myself. There's a long video you can watch of him constructing the device. Someone who is an expert on this sort of thing could probably watch that video and say whether it would have worked or not. But he didn't wait long enough for it to get delivered. He killed himself too soon, then police found the video tapes and contacted Scotland Yard and intercepted it before it was delivered to her. But if it had been delivered, would it have functioned correctly? I don't know. I'm no expert on that stuff so I can't say if he did it right or wrong.
