Jpegs compress data much more, allowing for lower file sizes at the expense of resolution(and transparency). Lower file size was much more important 30 or 40 years ago, when they were invented. The hoops that programmers used to jump through just to condense an entire operating system worth of images into a 500kb hard drive from 1987 were pretty insane. PNG's are basically just less compressed and gimped for the opposite reasons.
Or that's my guess anyhow
