The deal is that the Gaza will be governed by a committee of outsiders. None of them will be Palestinians and it's highly unlikely any will be Isrealis. President Trump described the intern government as "technocrats" which is a word with no legal definition, so make of that whatever you will. They will probably get around to having free elections again a couple of years from now if Afghanistan and Iraq are any indications.
