That depends entirely upon them but in most cases, yes.
The truth is that the vast majority of people are grunts who get by because our intelligence is passable and our physicality is good enough. When you lack in one you have to excel in the other. Awful intelligence? You're fine, as long as you have the physicality for the physical work you'll be stuck in. No physicality? You have to have incredible intelligence to excel to such a degree that your output outweighs the impact your disability has on everything.

Such as this is a great example. Why is anon using Stephen Hawking? Because he had an incredible mind, so incredible that without his body that he was able to excel. He's an exception to the rule.
Stephen Hawking would have be Stephen Hawking even if he could go walking. His disability is completely irrelevant to his excellence.
The truth is that the world works on averages. If something is wrong with you in one way or another, you have to be far above average.
