Eisenhower was only a Republican because the Dems had a backlog of "next in line" candidates after 20 years of FDR and Truman and the Republicans drafted him because they had been demolished for 20 years and had no one else. He was probably more "liberal" than "conservative" but was mostly "moderate"
Ford was the bargain between the Goldwater and Rockefeller factions of the Republican party. More Conservative than the Democrats, but moderate overall.
Honestly, the most actually conservative President we have had was probably GHW Bush.
Reagan was all bluster but he was divorced and while not a draft dodger, he found a way to avoid combat like the pussy he was. He just acted like a conservative, but increased the debt (as a % increase) more than any president not involved in a WW. Also, the size of Govt increased substantially while he was President.
It is fair to say that on policy, Clinton was more conservative than Reagan in that he balanced the budget and shrunk federal employment by like 15%
Bush and Cheney were just warmongering political hacks that bankrupted the country and caused a generational fiscal crisis.
Trump is not conservative. He is an opportunistic grifter.
