now it's officially 61% white, but that's only because the stats consider hispanic to be an ethnicity, not a race
if you take hispanics out, the U.S. is only 50% white, and that's not counting the flood of illegals from the Biden admin
so in the 60 years since Hart-Celler, the white proportion of the population has declined by nearly half, which is a massive demographic transformation that has fundamentally altered the country, and not for the better

This is just a way of farming refugees like they do here in Europe.
The Europeans you Americans actually want are the people who will refuse to leave their country until the very last second before they're killed, if they are ever going to leave. Congress can't do it because the Constitution prohibits creating ex post facto laws
