Congress decides spending. DOGE can't add or cut spending. All they could/can do is report information to people who have the authority to cut spending.
Trump didn't even create DOGE, Obama did. Obama created a powerful little team that had the power to snoop on all government spending. Trump simply recognized the loophole left by Obama and weaponized it. That is why DOGE didn't have to be approved by anyone and suddenly just appeared out of nowhere. It was a loophole waiting to be exploited. Trump simply expanded it and gave it a new name.
