The legitimate purpose of shock collars is to protect dogs from things that can either instakill them (snakes etc) or kill them slowly without them knowing (enclosed spaces with gases that displace oxygen etc). Normally when a dog doesn't have an instinctive fear response towards something dangerous they just learn by fucking around and finding out, but some things are so dangerous that they never get a chance to find out, and in those cases you sometimes need to "torture" them into being afraid of these things for their own safety.
