You can't release documents to the public when they are actively being used in a criminal case as it can lead to scrutiny by the jury and a miss trial. It would technically violate your right to a fair trial by your peer. During Biden there were several cases involving those documents including maxwell. So not releasing them served to preserve the integrity of any jury involved.
