My cousin lived in a neighborhood which looped back to the main road. You could only enter from one direction and there were 3 or 4 roads between the main road but you couldn't get to another neighborhood from the looped road.
They had so many vans pulling up to drop off loads of kids that they started having people stopping vehicles coming into the neighborhood. If it were a resident or someone invited in, they could go in. If not, they were told they could trick-or-treat if they wanted, but most houses were done giving out treats. As someone who grew up subsistence hunting in Alaska even there it's not guaranteed. We all had food stamps and went to town to grab essentials. You can supplement with fish, grow vegetables and hunt but again, so much regulations and energy spent to get and process meat it's an entire lifestyle.
