Yes and no, but really not quite.
The reality is that there are 2 types of people getting off to this content: Pedophiles and Porn Addicts. Pedophiles are actually attracted to children in both a lustful and "romantic" sense. A pedophile can get off images like this and still want to do something with irl kids. A porn addict, however, can get off to both drawn and real cp, and have 0 interest in actual doing something with a child themselves. The appeal for porn addicts isn't the children, it the fact they have taboo material they're not supposed to see/have access to but can get away with having privately.
This isn't to justify anything (both are obviously fucked up), just pointing out the sad nuances of the world.
